Dr Maddie Blackburn OBE

Maddie is a retired solicitor and senior health professional with extensive experience in policy development, research, management, law, performance auditing and regulatory inspection across the health, social care and charity sectors. Over several decades she has contributed to national policy, services and legislation relating to children and young people, developing particular expertise in research concerning those with life-limiting and life-threatening conditions.

Maddie completed her PhD at The Open University in 2018, focusing on the sexuality and relationships of young adults living with life-shortening conditions. In recognition of her research and services to children and adults with life-shortening conditions, she was awarded an OBE in 2025.  She is currently a Visiting Scholar at Nottingham Trent University.

Maddie was the founding Chair of the Open University Sexuality Alliance and previously served as a Trustee of the Florence Nightingale Fellowship. She also co-leads the Embassy Court Historical Tours and Reading Group in Brighton.
